Open Source Translation Technology Initiative, the home of open source machine translation and computer aided translation projects

Vision

Communication among people throughout the world promotes the progress and development of mankind but language barrier makes it inefficient or difficult. There are numerous human based translation providers but their services are too expensive and not affordable to the most of individuals and organizations that need translation. Machine translation (MT) is a dream of many people but it has not been able to bring translations that are quality enough for the most purpose.

There are many academic institutes, business, and individuals are working with translation related theory, technology, and products but many of them are repeating the jobs done by others because they usually carry out the project in closed source model. Many resources are wasted and the progress with machine translation is slow compared with that of other fileds of computing technology. Open source development is a good method to bring people who work with machine translation together, enable them to share their results with each other, and thus accelerate the progress of machine translation worldwide.

Before the dream of machine translation becomes reality and replaces human based translation services totally (if it is possible), people still need human translators' service and the translators need computer aided translation (CAT) tools to improve quality and efficiency of their work. Today's commercial translation tools haven't applied the language science and computing technology because it is a niche market that is not large enough to attract ample resources. Also the translation tools are so expensive that most freelance translators do not use CAT tools and translation companies are not active in upgrading their tools. Open source development may address these issues and benefit both service providers and customers.

Mission

OSTTI.net is a non-profit website dedicated to promoting open source development of translation tools for the good of the community. It provides a free platform based on which the community may carry out open source translation tool projects and share information about open source translation tool development.

OSTTI.net itself is not an open source project. It advocates the benefits of open source translation tools and brings all stakeholders together for joint development of translation technology and tools. It aims to build a community with participants from every organization, group, or industry sector that are involved in developing and using translation tools, including but not limited to: academic research institutes, associates, funds and sponsors; the customers, service providers, tool developers, and organizations in localization and translation industry; open source community; translators; any other organization or individuals who can be benefited from open source MT or CAT software tools.

OSTTI.net focuses on written language translation. It puts emphasis on MT as the ultimate solution to language translation and CAT for addressing the immediate needs for improving humane based translation services. It aims to make translation better, quicker, cheaper, and available to more organization and individuals.

Objectives

1. Open source MT and CAT projects are carried out with joint efforts of participants from a wide range of group and sectors. The resources aggregated for these projects reach or exceed the scale of comparable closed source projects.
2. The capability of open source MT software exceeds the closed source products by 2010.
3. The open source desktop CAT software tools provide same or better functionality, usability, and stability compared with the peers of the closed source products by 2010. As an indicator, 90% of translation service providers and freelance translators adopt open source CAT tools at that time.
